Lou Billyer is a Special Agent assigned to the Air Force Office of Special Investigations' (AFOSI) Office of Procurement Fraud at Patrick Air Force Base, Florida. He conducts complex criminal, civil, administrative, and contractual economic crime investigations related to Department of Defense weapon systems and supply chains. He specializes in product substitution (including counterfeit and trademark infringement), theft, conflicts of interest, aircraft part fraud, money laundering, counterproliferation, public corruption, collusive bidding, false claims/statements, bid leaking, bid manipulation, and rigged specifications.
Lou Billyer previously graduated from Nova Southeastern University's Law Center with a Juris Doctor degree and interned as a law clerk in the Homicide Unit at the State Attorney's Office for the 17th Judicial Circuit in Fort Lauderdale, FL. Lou Billyer is a recipient of multiple Department of Defense awards, including the Air Force General Counsel Procurement Fraud Remedies Award and the Air Force Exemplary Civilian Service Award
